Municipal Emergency Management Program

The Township of Macdonald, Meredith & Aberdeen Additional maintains an Emergency Management Program to support coordinated planning, response, and recovery from emergencies that may affect our community.

The program helps protect lives, property, critical infrastructure, and municipal services. It includes emergency planning, risk assessment work, training, exercises, and public education, in accordance with provincial legislation and guidelines.

About the Emergency Management Program

In Ontario, the Emergency Management and Civil Protection Act requires every municipality to develop, implement, and maintain an emergency management program. This includes an emergency plan, training and exercises, public education, and risk identification and assessment.

Our program is based on the four pillars of emergency management:

  • Prevention & Mitigation – Reducing or eliminating the impacts of hazards.
  • Preparedness – Planning, training, and exercising before emergencies happen.
  • Response – Coordinated actions to protect life, health, property, and the environment during an emergency.
  • Recovery – Restoring individuals, businesses, and the community to normal or improved conditions after an emergency.

The Township conducts hazard and risk assessment work to better understand potential threats and to inform planning and preparedness activities. Detailed risk assessment documents are maintained internally and are not posted publicly.

Governance & Responsibilities

The Emergency Management Program is approved by Council and is coordinated by designated municipal staff in alignment with provincial standards and guidance.

Key responsibilities include:

  • Maintaining the municipal Emergency Response Plan.
  • Coordinating training and exercises for key emergency roles.
  • Conducting regular reviews and updates to plans and procedures.
  • Coordinating with neighbouring municipalities, agencies, and provincial partners.
  • Supporting public education on emergency preparedness.
